Bring my Beautiful sweetheart wife back to Australia

Around 5 years ago I met and fell in love with a Beautiful girl from Bangkok she was in Australia on a Study visa after a few years together we decided to get Married and do the partner visa for Tina to stay in Australia full time we saved the Visa money $7000
We then got Married on the 29th October 2017 but didn't apply for the partner visa as Tina still had 7 months to go on her student visa , two months after we married Tina was diagnosed with Stage 2 breast cancer , we then spent our partner visa application money on surgery
Then because Tina wasn't a resident the Chemotherapy and Radiotherapy was going to cost us around $20000 here in Australia. Tina had full medical coverage in Thailand and went home for treatment. Now she has finished we want her to come back to Australia on a visitor visa which is now become more complicated due to her having had breast cancer
The Government wants me to have $6000 permanently in my my account while she is here and they will be wanting her to travel home every 2 or 3 months which will roughly cost us $1200 each time for 2 years
After this we have been advised to put in another partner visa at a cost of $7140
I haven't seen her for 11 months now and I am dying to be with her I have been suffering depression and things haven't been fantastic on the work front and just need my Beautiful sweetheart wife back
